About the position

The defence sector is facing one of the most ambitious digital transformations in the Norwegian public sector and we need you who can help shape policy and set direction. As a Senior Adviser in the Section for ICT Development you will have a key role in strategic governance and policy development in the ICT area in Forsvarsdepartementet, the defence sector and across ministries and agencies.

In a time marked by geopolitical unrest and an increased threat picture, digital robustness and coordination of ICT have become a strategic priority for the defence sector. You will work at a high pace with complex issues, and contribute to Forsvarsdepartementet setting a clear political direction for the digitalisation of the sector. The position requires that you can think strategically, navigate a complex landscape of actors and formulate governance signals and policies that provide direction and frameworks – in close dialogue with the Armed Forces, other ministries, subordinate agencies and international partners.

You will be part of a section of five people with specialised expertise in strategic ICT governance, and with great breadth and depth in the area of responsibility. Here you will have real influence on policy development and governance, close contact with leadership and good opportunities for professional development – both within the ministry and in the ministerial community.


Responsibilities

The position's responsibilities and tasks include

  • contributing to the development and implementation of policy in the ICT area, including for holistic classified digital infrastructure, in the ministry, the defence sector and in coordination with the state administration and the total defence
  • contributing to the formulation and follow-up of long-term plans for the defence sector, as well as total contingency and civil security policy, where ICT and digitalisation are central
  • contributing to international professional cooperation and professional coordination with NATO, the EU and allies and partners, particularly in a Nordic framework, in the section's areas of responsibility
  • coordinating and leading processes to investigate issues within strategic ICT
  • preparing notes, case submissions and other governance documents
  • providing ICT-strategic professional advice to political management
  • case processing, individual enquiries and assessment of meeting requests

Qualifications and personal qualities

You must have:

  • completed a master's degree with good results in ICT, economics, political science, law or security and defence studies
  • good written and oral communication skills in Norwegian and English
  • 0-2 years of relevant experience

 

It is an advantage if you also have:

  • good understanding of digitalisation and ICT, preferably from the public sector
  • good understanding of state administration
  • good understanding of the state's project model
  • knowledge of strategy and business development

Conditions

For start date in this position you must be able to obtain security clearance at the level HEMMELIG (national security clearance) and NATO SECRET (NATO security clearance). You must have Norwegian citizenship.

A security clearance is a declaration of trust which states that the person who has been cleared is considered sufficiently reliable, loyal and with enough sound judgement to be able to handle classified information in a proper manner. About the Department for Security and Civil-Military Cooperation

The department is responsible for strengthening national robustness and resilience, as well as reducing security-political risk associated with complex threats and the use of strategic technologies, through the development and implementation of policy related to security management, security services and preventive security work in the sector. The department's area of responsibility also includes the total defence and civil-military cooperation.

The department consists of four sections: Section for Security and Resilience against Complex Threats, Section for Total Defence Cooperation, Section for ICT Development and Section for Strategic Technologies. The department has approximately 28 employees.
