About the position

There is currently an exciting development effort underway in Politidirektoratet (POD) to strengthen our deliveries to the Ministry of Justice and Public Security (JD), internally within the police and to our partners. The goal is to refine the directorate role so that we become better at governing, leading and developing the police.

To succeed with this work we are recruiting new competence to the governance section in the Governance Department in POD. The Governance Department holds the overall responsibility for financial and operational management in the police and the formal governance dialogue with JD. The department is a strategic partner for the National Police Commissioner and shall ensure holistic prioritization, resource allocation, implementation and realization of benefits in the police.

We are now seeking a business analyst who will contribute to increased use of police data and information to provide better decision-making support for management. About 75 % of the police's budgets go to wages for employees. It is therefore important that we have an analytical and methodical approach to the management of human resources in the agency. Your role in the team will have a particular responsibility to follow up this area and particularly support the HR and HSE department in calculations within labour law issues.

This is what we are looking for in a new employee

We are looking for someone who is motivated by finding connections in information and who likes to extract the essence from large amounts of information and data. You must enjoy creating simplicity out of complexity at the interface between economics and law, particularly related to collective agreement pay and salary processes. We set high demands for professional competence, motivation, work ethic and ethical integrity.


Responsibilities

  • Be responsible for the calculation basis for the pay settlement in the agency.
  • Contribute/produce numerical data in preparation and implementation of the pay settlement and various special agreements.
  • Contribute to ensuring quality in salary and staffing data.
  • Prepare projections, identify deviations, causal relationships and prepare recommendations for improvements to ensure efficient resource use.
  • Compare results across the police's units to identify improvement opportunities and best practices (benchmarking).
  • Contribute to analyses of the police's goal achievement and results across all units and service areas.
  • Assist management with decision support, prepare reports and communicate complex information in an understandable way.
  • Contribute to other investigative and analytical work as needed.

Qualifications

You must have the following to be qualified:

  • Higher education at master's level, e.g. in economics, finance, administration and management or equivalent.
  • Experience with analytical work and big data analyses.
  • Very good skills in Excel. 
  • Good written and oral presentation skills, including the ability to communicate numbers and analyses clearly to different target groups.

It is also desirable to have:

  • Experience with analysis tools such as Power BI, Qlik, Tableau or similar.

You must have an unblemished record and be suitable for service in order to be able to be employed in the police. A comprehensive and extended police certificate shall be obtained and presented before any potential employment. In the assessment of whether you are suitable for service in the police, information about you will be obtained from the police's registers.

This is what we can offer if you choose us

  • The position is paid as senior advisor (position code 1364) with an annual salary NOK 750 000 – 950 000.  For especially well-qualified applicants, somewhat higher salary may be considered.
